Roosevelt began in 1937 as Jersey Homesteads, a federal cooperative community for garment workers designed with Louis Kahn as assistant architect, and the whole borough — the flat-roofed concrete-block houses, the school with Ben Shahn's mural, the greenbelt — is on the National Register. It is two square miles bordered by Millstone and Upper Freehold with a single county road through the middle, no commercial strip and no police department of its own, which shapes both how a system is installed and how it is monitored.
Roosevelt is a two-square-mile borough in western Monmouth County, carved out of Millstone Township in 1937 as Jersey Homesteads, a New Deal resettlement community for garment workers planned around a factory, a farm and a cooperative. The cooperative is long gone, but the town is intact: flat-roofed, concrete-block houses laid out on a greenbelt plan with Louis Kahn as assistant architect, the school with Ben Shahn's 1938 fresco, and a National Register historic district. County Route 571 is the only through road, farmland and the Assunpink Wildlife Management Area surround the town, and the population is about 800.
